The Canadian citizen sponsor lives outside of Canada, and the spousal PR application is filed under the outland class. The TRV cannot be viewed as a means of expediting family reunion because the sponsor is not in Canada and the wife and husband have already been united outside of Canada.

In that case, will the TRV application be viewed favorably for the spousal PR applicant?

Have you actually applied for the TRV?

I think you're overthinking. Apply, and put some reason that the sponsor is moving early or needs to come to Canada to arrange matters and would like the spouse to come too for that trip and arrangements. See what happens.
