TRV app will speed PR process

I found that both TRV and PR require Background verification, but TRV's process is shorter and more urgent than PR's; thus, if a TRV application is submitted, the background verification will be done quicker, and then the PR process will speed up.

Tracker has two applications now

Background check for PR is much more extensive than TRV background check so unfortunately it won't really work this way.
