TRP/PR Question

could someone help me with a few questions?

the scenario: submitting a PR application via spousal sponsorship.

the hitch: the person being sponsored having a charge for posession of marijuana in 2005, and in 2007 being pulled over for a DUI. this makes him unadmissable to canada for at least 5 years after the last offense, the DUI.
since then is clean and has a lot of proof...steady job, in college with good grades, has attended NA meetings regularly....has a lot of documentation that would be needed to reflect his current life, which could result in having a pardon granted on his criminal record.

the question: if a pardon was granted on his criminal record, would he be now admissible to canada?

if not
i've been reading that an alternate course would be to submit the PR, and then once received immediately apply for a TRP, does anyone know how long a turnaround for a TRP would be? (estimated?)
