Traveling to Toronto via Montreal

Hi,

I would be traveling to Toronto via Montreal, Quebec.
Where would the immigration formalities be happening?
If it's Montreal, I only have a 3 hour layover in Montreal. Would that be enough to finish the formalities?
Please guide me.

It would be in Montreal. 3 hours may be enough. It all depends on how many people are in line ahead of you are and how busy CBSA is.
