I heard that as an international student in Canada with a valid study permit, I am able to travel to the US and return to Canada (pre-COVID) with just my study permit if my TRV is expired.
Does this include flights or just for crossing at the land border?
 
No you need a TRV. You can‘t enter on a expired TRV but you can apply for one within Canada.
 
From regulations:
R190
(3) A foreign national is exempt from the requirement to obtain a temporary resident visa if they are seeking to enter and remain in Canada solely
to re-enter Canada following a visit solely to the United States or St. Pierre and Miquelon, if they (f)
  • (i) held a study permit or a work permit that was issued before they left Canada on such a visit or were authorized to enter and remain in Canada as a temporary resident, and
  • (ii) return to Canada by the end of the period initially authorized for their stay or any extension to it;

But does this include flights?
