I am Canadian and I was living in Brussels during 10 years. From Belgium, I made sponsorship of my Belgian lover. We succeed!
He got the"Confirmation for Resident Permament" paper, we went at Montreal in may 2013 to validate it.
One week later we went back in Belgium.
Now .....
I am installed in Canada since october 2013. My belgian lover is always in Belgium to close all...
He will come definitively here in august. The CIC sent me his Resident Permanent card.

To come here, he must use his validated "Confirmation for Resident Permament" + TRAVEL DOCUMENT

QUESTIONS :

1) For the TRAVEL DOCUMENT IMM5524 forms,
What must we write for the PART 2 - RESIDENCY OBLIGATION ??????
since he did not yet live in Canada.... he will come in august
to live definitively with me


2)For the CONTROL LIST Form IMM 5627
what must he make with sections
Supporting documents proving that you meet the residency obligation
[ ] 8

Why don't you just courier his PR card to him. It would be a lot easier.
 
it is not authorized to send him (post) the RP card,
and it is not authorized that I bring his card on me, and give him the card directly in Belgium.
Custom agent can be very mad when we will arrive in Canada.
 
It's perfectly fine to send the PR card to him by post. Lots of people have done this without any issues.
 
Also, as Belgium is visa-exempt to Canada, your partner could travel on the strength of his passport, without mentioning to the airline that he is a PR. He could then present himself to Canadian immigration as a PR without issue.

He can do that or you can mail him the PR card. There is no reason for him to apply for a travel document.

I had mine couriered from Canada to the UK and I know that it was inspected by Customs. No problem at all.
