1. For new students, only 4 weeks before class begin is accepted.

Though there isn't any time range mentioned , it is safe to enter 4 weeks to prior to start of your term. It is entirely at discretion of the officer attending you at the immigration.

Coming July 6 , quarantine rules have been eased for travellers those who have had series of vaccination in their home country.

Yeah, entering sooner than 4 weeks before the start of classes is not advisable. Unless you have a job/research or are doing summer classes.

Also, with everything here changing so much you are better to wait longer. There may be further easing to travel restrictions like doing away with GAA totally or allowing all WHO vaccines not just Health Canada ones. They said yesterday once more canadians get their second doses more changes will be announced making it easier for travel.
