Transcripts Or Marksheets Or Both??

I know guys this is quite an old repeated question, but I could not find an answer for it in the forum.
Although i did find about people talking about transcripts where I can see on WES website for INDIA that they need attested Marksheets.
So is the Marksheet sufficient or this more complicated transcript is actually needed? There is a transcript form available for download on their website, is that needed to be filled too and signed by the Registrar?? Please reply.

WES website reference:
Request for all mark sheets to be sent directly to WES by the institution responsible for conducting the examinations

-OR-

You may have photocopies of your original mark sheets attested and dated by the Controller of Examinations or Registrar’s Office. Please request for the attested photocopies to be placed in an official sealed envelope and have the envelope returned to you to forward to WES.

if you need the eca for fwp only then you can do with the following:
1. attested degree certificate by the registar.
2. attested mark sheets or the cumalative mark sheet by the registar.
no need for transcripts.
i got my eca.
