A little hope for people who sent photos to Ottawa office: Last person who was seen getting PR card -> Appl. received on Jan 30. PR card mailed May 7, 2021. So looks like around 97 days. Taking this as a guide, seems like IRCC is mailing out PR cards for March beginning applications.

Did anyone come across anyone who got PR card who applied after Jan 30 to (Ottawa office)?

Yes there is no need to worry!! You just have to be patient , even on the phone the lady (from IRCC) was really nice and said that they are really busy and they are behind with the Solemn declaration it takes around 2.5 months.
IRCC is still working!
Everything will be alright , I waited 2 months and I was getting concerned :(
But in the end everything works out , just need time :D

Finally I received my PR card today.

Edmonton office

Nov 17 - Copr and photos sent
Nov 20 - received
Mar 22 - GU
Mar 29- Approved
Apr 6 - Received
Hi there,
Is there a portal that we can use to check PR card application status? I am in Edmonton as well. I mailed the photos to Edmonton office via regular mail a few weeks ago. But did not get any updates so far.
