is this even possible? how long is the work permit?

edit: seems like this is possible? then why do many people come here as a student and spend 2-3 years for studies first and then work permit.

what are the consequences for tourist visa > work permit?
 
First of all, not everyone can get a tourist visa.

Secondly, to be approved for a work permit you must prove that you have strong ties to your home company and have no plans on remaining in Canada long term. This is much more difficult to prove if you are already in Canada on a tourist visa.

Thirdly to be approved for a work permit you need a job offer from a Canadian employer and an approved LMIA. It's difficult, time consuming and expensive to get an LMIA these days - and even more difficult (often impossible) to find an employer willing to go through the process.
