Tourist Visa HELP Cover Letter

Hi All! I am a PR and I am planning to apply for a TRV in behalf of my mother who is 58 yrs old for a 3 wk vacation , she doesn't have any recent employment for the last 10 years. Her savings $12K CAD plus 8K worth of time deposit in the bank are from the money that we sent her ( along with my 2 siblings ( one is working in UAE and the other one is in the philippines ) who are all working) . My mother also is the one over looking the construction of my older sister's house and acts as the signatory on my sister's behalf. My father, lives with my mom and my youngest sibling but my dad have no interest with those things thus my mother is the person in charge with such things.
My mother will be shouldering her pocket money, travel expenses of her itinerary, i will be covering her accommodation, airfare, food

I am planning to attach the following :

Bank certificate and Time Deposit
Travel stamps and Copy of Visa ( 2 asian countries and 1 UAE )
SSS, Philhealth , Pagibig contributions
Marriage Certificate
Copies of Camella documents showing that my mom signs for my sister's behalf
Flight and Hotel reservation
Letter of explanation/ Cover letter
detailed itinerary
