If I activated my PR at a land border, is the process the same as landing at the airport? Will the officer interview me, etc? I might fly to New York and hire a car there to save money.

Just be aware there are various posts on this forum that some land borders have implemented weekend restrictions throughout the summer where they will not process any immigration landings due to summer traffic volumes http://www.canadavisa.com/canada-immigration-discussion-board/threads/rainbow-bridge-pr-landing-failed.501556/

Thanks for this. What about the mode of transport used? I know that for entering at a land crossing without the pr card is fine providing private transport is used. This is after the initial landing I assume. So does the mode of transport matter for the first time crossing? Could I use a hire car - that I do not own?

All references to this restriction are for those people who are already in Canada and are flagpoling at the border. A person who is actually entering Canada should not be refused landing.

I don't know, but I find it difficult to believe that will save you a significant amount of money that way than flying straight to Canada.
