Thanks for this. What about the mode of transport used? I know that for entering at a land crossing without the pr card is fine providing private transport is used. This is after the initial landing I assume. So does the mode of transport matter for the first time crossing? Could I use a hire car - that I do not own?
All references to this restriction are for those people who are already in Canada and are flagpoling at the border. A person who is actually entering Canada should not be refused landing.
