Toronto Airport contact question

Hi guys,

I'm asking for my buddy. His girlfriend is arriving tomorrow at Toronto Pearson Airport and then she is supposed to go to the government approved hotel for 3 days.
He was wondering if he can wait for her in the airport and greet her (hugs, kisses etc) or if there is no contact allowed until after the 3 day hotel stay?

No contact after 3 days either. He van drive her to her quarantine location if he is wearing a mask, she sits in the back on the other side and they open the windows for ventilation. Not sure why quarantine is such a hard concept. If you need to be in qyarantine for 14 days away from all other ppl you have not travelled with kissing or hugging someone wpuld defeat the whole quarantine process.
