Job Offer........
Pre-Assessed..
I think the quickest way to immigrate right now is to be a provincial nominee. To do that, you need a job offer. Immigration info here: http://www.cic.gc.ca/english/immigrate/provincial/index.asp but the job you have to find yourself. Try http://www.jobbank.gc.ca/Search_en.aspx?Student=No or monster.ca

You can also apply as a skilled immigrant without having a job offer but it takes way longer. There is no requirement to speak French to immigrate to Canada. I barely speak a word of it and I am PR for 6 years and almost citizen.
