TO get PR On Canada on Which Basis

Hi I m Prashant from India.
One of my friend also want to apply for PR Canada online.

He has Completed his M.A. (External) and B. Com. and he has 4 to 5 years of experience in Administrative Dept. in Well known University of India.

So in which Categoty He should apply amongst 29.

also one of the consultants advised me to apply in Category of COOK, so is it Proper?
Need help.

If your friends occupation does not fit with any NOC under the 29, then he will need a job offer to apply.

Note that the NOC code for cook used to be 6242 and immigration still has it listed like that but the NOC recently changed the codes. Still, a cook is a cook.
