Can a Canadian citizen software developer/programmer apply for a TN visa to work in the USA?

I have done a Bachelor of Engineering (4 yr degree) in 'Computer Science and Engineering' and currently working as a software programmer/developer in Canada. Am I eligible to take a job in US SOC job code: soc 15-1132 (Software developer, application).

I had my H1-B filed earlier in this job code and still have approved i140 and my Canadian work is related to NOC 2174 - Developer.

Given the new NAFTA has just been signed we don’t really know if there will be changes. It doesn’t seem like you are even a PR.

Yes, I don't have PR yet, however trying to explore TN visa in general for software developers and what would be the prospects in the future.

Based on earlier NAFTA agreement, was software developers allowed to work on TN visa ?

It is not in the list and it is not changing in new NAFTA too. The only IT related occupation is computer system analyst and whoever wants to work in IT uses that to move to US.
 
Really too hard to see 4 years in the future and anticipate what kind of immigration policy the US will have. You have to know there is no guarantees you will be able to get a TN.
 
Has anyone got TN visa for entering US from Canada by road after travel ban Mar 23, 2020. ??
