They don't have an answer !!! No fix timeline
"No fix timeline" is an answer.

Withdrawing is not a common procedure, so there is minimal reporting about it in forums.

Even if someone who has done this reports what their timeline was, that will not indicate much at all about what your timeline will be.

Obviously IRCC is likely to review the status of the application before closing it. And if any concerns about misrepresentation or inadmissibility have been identified, obviously there is a risk IRCC will screen the application further to determine if any action other than closing the file is warranted. So the timeline probably varies considerably.

And there is NOTHING IRCC does which does not involve files sitting in a queue for a period of time before someone takes any action on it.

Probably not a particularly long time, but trying to put a number on it is mere guessing. Or, as you have been advised, there is "no fix[ed] timeline."

Moreover, since nothing is contingent on the file being closed, this is a procedure for which there is no push for IRCC to do it within any particular time frame. Note, for example, for someone who made an error in their first application so that they were not actually eligible at the time they applied (a short fall in physical presence for example), so the prudent option is to withdraw that application, if in the meantime they do meet the eligibility requirements they do not need to wait for the first application to be formally closed to make a second application.
