Yes you can travel outside Canada before receiving PR confirmation as long as you have valid travel document, I went to Cuba last Nov and I didn't have PR approval yet, CBSA asked me I said still on process that's it and entered without any questions.
Travel document replace your PR prior having PR but even after PR u will still use travel document as a passport.
Would be any issue for my application process if I travel abroad before I receive ECOPR?

Hello, i added my wife outland to my application , and they send her to send documents to embassy and do biometrics, the question am now almost 24 months , i have to wait her to finish to be able to get the pr ? Or the main applicant take the pr before the outland dependent?

The main applicant gets PR first then dependant application gets processed

But they started asking her for biometrics and papers , or that doesn't mean that they gonna process it together ?
are you in a pilot program?

They didn't send email saying that we are in pilot program
I think you are in a pilot program judging by what is going on with your file. In pilot both applications stay in Canada and gets processed together
Which country do your dependents live in?

No my wife the embassy is asking her for documents not the ircc, lebanon
I don't think Lebanon is included in the pilot program. I think then your file is finalized that is why embassy asked for your wife documents

Am now almost 24 months, last time i checked with them they told me that everything is done and security in process

When an application is finalized that is when the dependent file is submitted to the local office. I think your application is finalized
