My wife just got her papers approving her application. This was done in just 3 months and really caught us off guard in terms of timing (we are not planning to go to Canada until mid-June of 2013 & fully expected to have to wait the standard 9-12 months as per the website). I have two questions:

1. Should we apply for a PR card before she lands or do you have to wait until we are actually in Canada? All I could find is that "you have 180 days to apply for the PR card once you have been admitted", but I am not sure if by "admitted" they mean approved or you have to actually land in the country first. We don't want the 180 days to pass and make a mess of things. She was approved back on November 22nd and the landing in mid-June would be outside the 180 limit.

2. I just got word of a job that might take me back overseas in August of 2013 (this was totally unexpected). I have read that as long as she accompanies me, a Canadian resident, overseas then her time with me counts toward PR Obligation. Is this a true statement?

3. Does number 2 above also apply for citizenship?

1. You can't apply for the PR card in advance. The application will be processed when your wife lands in Canada and becomes a PR. Admitted = landed.
2. Yes - the time she spends with you counts towards her PR obligation.
3. No - the same is not true for citizenship. For citizenship she requires physical presence in Canada.

Are you a Canadian Citizen or a PR? If a citizen then days your spouse accompanys you outside Canada count towards meeting the Residence Obligation (RO). You need to keep a record for both of you of entries/exits into Canada and the other country. You also must present evidence at PR Card renewal of your time together outside Canada e.g lease agreement.

If you are a PR then time outside Canada with you does not count unless you are either employed by (i) the Federal, Territorial or Provincial Government or (ii) a Canadian business. Note that for (ii) the definition of a Canadian business is stringent..CIC doesn't want people incorporating a 1 man/woman company just for meeting the RO.
