Long time lurker, just wanted to post my timeline for others to see.

PA: British Citizen
Sponsor: Canadian Citizen

Application Received: Oct 4th, 2018.
AOR1: Jan 16th, 2019.
Biometric Request: Feb 5th, 2019.
Medical Request: Feb 24th, 2019.
File Transfer: May 29th, 2019.
Pre-arrival: Aug 22nd, 2019.
DM on ECAS: Aug 28th, 2019.

Near the end now....

I only asked you to see the pattern.
I might be wrong, but from what I have noticed, the applications transferred to London visa office seem to take more than 10.5 months for UK residents, while residents of other countries get their decision in around 9 months.

My application has been transferred to Vienna end of April from London VO and arrived to Vienna 7/5/2019 according to GCMS note and the reason was workload.

Today 30/08/2019 I got invitation to Per-arrival.

Not really people from other countries applicants with lvo office are waiting for much more longer period . I am a may 2018 applicant and still waiting. Some are waiting for much longer time .
