If rate of rejection is about 30% since January 06, 2012, approx. 1500 cases will be rejected means total approx. 3750 persons (2.5 persons per application) will be out of the queue. Now we still have about 14750(persons) in the queue for visa.

MI-2 and MI-3 total is almost 7000.
Now if MI-1 processed and given visa simultaneously with MI-2 and MI-3 than MI-1 stands good chance in 2012 otherwise only about 2000 persons from MI-1 will get visa in 2012. (considering total quota of 9000 for NDVO in 2012)

This is just calculation, what do you guys say about it?

I agree with you. The visa quotas are for person. If the target for this years FSW is 61000 than it means the PA and family including kids.

No NDVO Pre juners on this forum who received medical request.
But some applicants who got in process in December(and are not on this forums) have received medical request.

Final Decision = Passport stamped .

If you look at the data (link posted by smd), you will notice that MI-2, MI-3 at manila are pretty thin. That explains why MI-1 are getting MRs from Manila VO.

To clear the confusion between Cases vs Persons visa quota confusion ,
i have one logic in provide, in CIC data release they have given

They have calculated inventory in persons i.e around 160,000 for FSW ,

But if look u look at total cases pending of FSW (excluding pre 2008) are 58860 (source : www.data.gc.ca)

So iff the visa quota is of cases , they wouldn't have bothered to show inventory levels in persons , they would have shown in cases only
