What does this actually signify? Are they buying time to keep the process longer? Should I ask for CAIPS now?
 
They are not Buying Time
rather they are giving you a fair chance to prove your Point

If I remember your case history correctly I am happy they are giving you this opportunity

They have asked for PCC of my elder son who has turned 18 last Nov.
 
Fair enough on their part
but that 45 days period is a huge problem for you as far as PCC is concerned in any which way

you can take pcc from passport office , they will give you pcc same day.

I am not sure which city is giving same day PCC in india but my experiance is very bad with PCC, they took 3weeks for mine and 45days for my wife's PCC.

so please check before you apply on the timelines in your location.
