I applied for immigration to Canada.
My application was rejected due to my occupations are not included on the list of eligible occupations.

I have selected 2175 as NOC.
They have assigned me a file number also.

Can I reopen a case with the same file no and asking them to reconsider with the correct NOC code.

Please help me in this regard.

If your previous application was rejected then you must apply again with a fresh application but after thoroughly considering all the eligibility areas ..

If your rejection was merely an incorrect NOC that you put in the application, you can re-apply and be assessed based on the new NOC. However, it is still considered a new file/application considering it is not the fault of the IO officer and thus considered to be an error in the application. The only applications that can be re-opened after a refusal are the ones where the IO was at fault e.g. pts accumulation and other mistakes that can be very subjective.
