I am wondering if it is inhumane for CIC to hold up the PR card processing by secondary review. A PR cannot even travel freely without a PR card so is it against human right for CIC to make PR card renwal such an endurous and lengthy process?

A PR does not need a PR card generally. A PR does not need a PR card to travel. The card is only a Travel Document for purposes of returning to Canada by commercial transportation and a PR Travel Document is an available alternative for this. Moreover, the mobility rights of a PR are limited to travel within Canada. The Charter gives international mobility rights only to Canadian citizens.
In general, no disability more substantial than inconvenience is imposed by the lengthy review process.
As for what is inhumane: there is indeed widespread abuse of human rights in the world, and frankly to use "inhumane" in this context trivializes the real suffering of so many throughout the world who really are subjected to inhumane treatment.
In the meantime there is legal recourse which can be pursued, including Mandamus, for those who are unjustly denied a PR card. Those who have reason to believe they have been unjustly denied a PR card should consult with a reputable, licensed and experienced immigration lawyer. After all, Canada is governed by the rule of law.

They say 2 out of 5 years to retain PR status. If somebody stay only 2 years, then why they are delaying PR card renewal for years??? Useless system in Canada??? They don,t have immigration while leaving Canada and don,t have records in their system. In our home country we have immigration while entering and leaving the country, immigration official can find out how long we stayed in the country from their computer records.
The RO is minimum 2 years in 5. Anyone who pushes the envelope to get as close to 730 days is pushing their luck, and exposing themselves to secondary, as Depenabill has pointed out on numerous occasions.
As for inhumane, that's a significant stretch. As a PR you are free to leave at any time, PR card or not. Acquiring a travel document to return to Canada should be fairly easy (although possibly time consuming if you aren't prepared), providing you are in compliance with the PR obligations. Seems to me the only ones who complain are the ones on the cusp of missing the RO. How much of the "inhumane" treatment have people brought on themselves by pushing the envelope!
