Hi everyone!

I'm a November applicant that intends to live in Ontario but currently am in Montreal for grad school.. I finished all of my course requirements and am just writing my thesis (which I can do from anywhere). I got the following e-mail from CPP-O and was just wondering 1) what I should submit as proof (I lived in Ontario for 10 yrs prior to moving to Quebec for school.. sigh.. and 2) whether I can just e-mail it to them? (seems like they want me to send it by mail?

Any assistance would be greatly appreciated!

This refers to your application for permanent residence in Canada. Please note that your file is in process and will continue to be processed at the Case Processing Pilot-Ottawa (“CPP-O”) office. I am writing you this letter to express my serious concern(s) regarding your application.

The Canadian Experience Class is a class of permanent resident visa that may be issued only to applicants who intend to reside outside the Province of Quebec. You currently reside in Quebec, are enrolled and studying in that province, and appear to be established in Montreal at present. While you have submitted a statutory declaration of your intent to reside elsewhere, I am not satisfied that this statement genuinely represents your intent since it is not supported by any documentary evidence of your plan to become established elsewhere in Canada upon obtaining permanent resident status.

I am therefore requesting you provide information that demonstrates your intention to reside outside of Quebec, to assist in my assessment of whether your application is eligible as required by Regulation 87.1(1) in force at the time of your application.
Therefore I am asking you to submit any additional information and/or documentation that would allay my concern(s). You have 30 days from the date of this letter to submit the additional information and/ or documentation to the above address.

Please ensure that you quote the file number indicated at the top of this letter on any information you submit. If you choose not to respond with additional information and/or documentation, or if your submission does not allay these concern(s), your application may be refused.

We look forward to receiving the additional information and/or documentation within 30 days.

If you have any work experience from Ontario, get reference letters. I am also guessing your undergrad was in Ontario, get a letter from your school indicating your length of studies, include your transcripts too. Get your lease(s). Rent receipts, phone bills, other utility bills. You should also get affidavits from friends who have known you for most of your 10 years living in Ontario. If you have any family ties in Ontario, they should also write. Indicate all these things in a cover letter, mentioning you just came to quebec for your masters and state in your letter all the supporting documents you have included.

examples of ways you can phrase your letter

I have been a resident in Ottawa, Ontario for the past 1o years (January 2002 - Sep 2012), during which time I attended Ashbury College, Ottawa Ontario for Pre University studies and Carleton University, Ottawa Ontario where I obtained a Bachelor of Arts (Economics) in 2008.

That having spent the ages 16 – present (25), in Ottawa Ontario, representing the entirety of my adult life, Ottawa(or where you intend to live in Ontario) represents the institution of home in my life as evident in my friends, interests, habits and culture.

Hi!

Thanks so much for your advice!! I actually sent my job application to ontario, my OHIP card, drivers license, and possible places that I'm going to stay. Thanks so much (I didn't have time to get affidavit) but I got a medical request today.
 
Show them your history of living in Ontario for 10 years prior to moving to Quebec. And show them with evidence, anything pertaining to your 10 years of stay in Ontario. And then make sure to let them know that your sole reason to move to Quebec was for completing your education only. That way they see your history of 10 years, which can be very strong for your case.
