I applied for a Canadian study permit in 2018. In my application, I added a work experience that I had at that moment. It is NYSC, a compulsory one year service for Nigerian graduates. They usually issue a discharge certificate upon completing the one year service. And it is conducted in batches. However, I served with Batch B stream 2 (my batch had two streams), and my discharge certificate had the start date and end date of Batch B stream 1. Basically, they used the same date for both streams.

While filling my study permit application, I used the date stated on the discharge certificate because I submitted the discharge certificate as the proof of employment in that application. Now that I am submitting my EE application, I am not sure whether to state the actual date or just follow the date I stated on my previous study permit application.

I feel I should state the actual, as I can esaily back it up with my salary bank statement. So if I do this, there would be a little change in my personal history when comparing my study permit application and EE application, should I add an LOE explaining it? Or should I just submit the reference letter and back it up with my salary bank statement? So that if they ask for any clarifications then I can explain. If not, I would just keep quiet.

Hope you are fine. Decision have already been made on my file last April and it was approved. However, PPR is still pending and also our VAC is open. In this situation I am facing huge setback in terms of losing my job few months back and also unable to get a new one. Also, my girlfriend are waiting for my arrival in Canada and maybe we can get married soon if I can reach Canada with a PR. The problem is this delay by IRCC is putting a toll in our relationship and it is on the verge of a breakup.

Do you think there might be a chance for IRCC to be kind enough to issue me PPR considering the my financial and personal setback? I am really not sure whether they ll consider this scenario and allow me to have my PPR so if there is a chance I can raise webform. So, as per your experience what is your thought and recommendation? thanks sir.
Unfortunately there are many people in a similar situation. You can definitely write to IRCC but the chances of IRCC doing anything is remote. You can surely try.

Some applicants have initiated twitter campaigns and written to MPs and Minister for Immigration, but there has been no response.

Dear @legalfalcon When does your GCKEY show an update? I haven't seen any update after re-medicals were passed on 26 Oct 2020. Received PPR on 07 Nov 2020. Today, the decision envelope for my application was dispatched from the IRCC Office, to the Canada Visa Application Centre in CVO-NEW DELHI.
You will see your application as "approved" after your COPR is printed and a PR visa is generated.

Hi @legalfalcon! My medicals expired on 31st Oct 2020 and were extended on 23rd Nov. I called IRCC today and found that they were extended until 31 May 2021, but also that my eligibility is still under Review Required. My file has been in this state since ~Jan 2020 because two PDFs I submitted weren't compatible with Adobe Reader. I sent them updated docs in Apr, and they were "Assessed" in June, according to the GCMS notes.

My question is, is it normal for medicals to be extended in this way without eligibility being passed first? My AoR was in Oct 2019.
Very normal, if your medicals are about to expire they are sent to the regional medical officer (RMO) for reassessment who makes a decision on whether to extend them to ask for re-med. Most applicants are getting extensions. This has nothing to do with your eligibility or other stages of an application.

Enter the actual dates and include a LoE explaining the issue. You can also provide additional documents such as salary stubs etc.

Do not stay quite because any discrepancy of noticed can cause issues and you will have to do a lot of explaining later. Better to explain the situation when you submit your application.

I withdraw my express entry file and didnt recived my biometric refund as i was exempt from it .. my biometric my update on 17 oct and it was saying passed and later on i withdraw my ee application as i got pr through other stream .. now i got my refund for right to permanent fee but not for biometric.
But in my other application i got my refund with in week after i got my biometric update
Now my EE profile is close and i havent got my biometric refund plz advise

The webform responses are always ambiguous and it is difficult to decipher what stage your application is at.

BGC = Criminality + Security and information sharing. IF BGC is in progress and criminality and security has not been initiated then only the info sharing would be in progress. Since there is no mention about eligibility, that means that it has not been started.

The PPR can be issued by either, but if your application is in Canada, then it would be the Primary office.

Currently many inland applications that have been approved are pending as COPRs are not being sent. You will just have to wait.

I submitted my PR application on Jan 2020 and due to COVID there is no definite timeline when I'll be getting the confirmation. My wife (dependent) is 5 weeks pregnant and tentative due date is last week of July 2021. What is the best way to go ahead in this situation? Do we need to inform IRCC about it or be optimistic that confirmation would come soon? Even if I get the confirmation soon, due to travel restrictions I feel it would be difficult at this time to land in Canada before birth.

Could you please advise me on this situation? Thanks, in advance.

Understanding “Review Required”

A lot of applicants see “review required” in their GCMS notes for eligibility. There are many theories floating around with regard to what “review required” means and if it is alarming.

Before I venture into explaining the significance, it is important to understand that each application goes through the following stages as per the Immigration and Refugee Protection Act and the regulations (Canadian Immigration Law):

R10 – Completeness Check
Criminality
Medicals
A11.2 – eligibility
Security

Out of the above, the most important stage is eligibility. This is also the most time-consuming stage because your documents have to be verified, evaluated and assessed to ascertain that you meet the eligibility criteria for the program you have applied (FSW / CEC / FTW). To stream line this process and make it easier for an immigration officer (decision making authority), all applications are first evaluated by case analysts or program assistants. They review the documents and summarize it in the GCMS. If they have any concerns with any document or want the immigration officer to carefully look into a specific document, they will flag it as “review required.” It is the content of the note that is important here. If the review required is for a specific document, while the summary of the note says that an applicant has met the eligibility, or “ready to finalize” it simply means that while the applicant has met the eligibility criteria, but the specific document needs a careful examination form the officer before promoting (eligibility pass) by the officer.

However, if there are concerns, there will be a review required for the eligibility, and there will be no text to the effect “ready to finalize” or pass. The note will specifically state job duties do not match, or the employment cannot be verified, or the number of years of work experience claimed cannot be verified. This is where an application can land in muddy waters. But the final decision rests on the immigration officer. He may override the decision of the analyst / assistant or go with the analysis of the analyst / assistant.

Even in cases where the analyst / assistant is of the opinion that the applicant has met the eligibility, and there is no “review required,” the officer can replace it with his own opinion. Though rare, but it does happen. This is why the eligibility is only passed when an officer conclusively marks the eligibility as passed.

Finally, there is “review required” for PoF. This is the most common in many applications. This is because, the financial and banking practices of each country are different. Eg. Fixed deposits are know as Certificate of Deposit (CD) in the US. Similarly, treasury bonds, mutual funds, stocks, and many other investment vehicles are there. If your PoF anything other than a bank deposit, it is more likely that it will be marked as “review required.” Also, IRCC does not go by day to day fluctuations in FOREX. Instead, the Canadian federal government issued a quarterly conversion rate for all FOREX vis-a-via CAD. If your PoF is in a foreign currency, then you may have “review required” for the officer to make a determination.

Just because you have “review required” does not mean that you hit the panic mode. Instead, read the context in which it is there. If there is a concern regarding a document, you can send a replacement document via CSE. The most common reasons for RR are:

1. Work reference letter without job duties
2. Work reference letters missing all the details requested by IRCC
3. If you submitted a letter from a colleague because you were unable to get one from your employer, but did not have a LoE on file, this too will lead to RR.
4. Not sufficient work experience in the primary NOC.
5. Inability to verify your employment as your employer details are missing.

There are just some of the scenarios.
