In this case, a responsible landlord will already have changed the locks, or will readily agree to the new tenant changing them.

Can not do it because is not his property.
The landlord have the right to enter with 24 hrs notice.
Privacy is not a problem also if you change it and later loose the keys who is paying the locksmith to replace it.
Is in your contract.
