Temporary residence permit to open work permit

I am coming to Canada to do my Phd in August 2013. My partner and I are getting married in January. Can he come over on a tourist visa/temporary residence permit for the months between August and December, and then once we are married, qualify for an open work permit, since he is my spouse?

Would he have to leave Canada whilst waiting for the open work permit to be processed?

if you married make a application for tempary resident permit to your spouse
once you got study permit apply for open work permit for spouse with your study permit
to qualify open work permit you must be full time student

Hi, we are only getting married in January 2014. But I need to already be in Canada from August 2013 onwards, when my classes start.
