I figured there was no harm in asking this question.

From June 2016 to June 2018 I was on the 2 year IEC work permit where I worked on the sales side (Noc C) of a bakery. Now it's been several months since I left Canada and my old employer is willing to offer me a full time baker position (Noc B) since he's been struggling to fill the position locally.

My question is would I be able to take the job under the temporary foreign worker programme? And any idea when i'd potentially be able to start? I know he would need to get an LMIA sorted.

The short answer is yes provided you met the requirements.

Your employer would need to obtain an approved LMIA before you can apply for the work permit. LMIAs generally take 4-6 months to obtain. The work permit will take additional time to process.
