Technical problem during submission!

I applied to extend my Study permit through online on Oct 25, 2015 and successfully completed my payment transaction (Order ID: O0xxxxxxx). However, the application status was showing as 'Processing Submission' for couple of hours and later it became as application 'Not submitted'. Therefore I called to CIC on Oct 30, 2015 and they advised me to submit once again and the extra $150 will be adjusted later automatically. Later on Oct 30, 2015, I again submitted the application with successful payment transaction (Order Id: O0xxxxxxxx). Frustratingly, I again faced the exact same problem. CIC has already charged me $300 in two transactions and my application still shows 'not submitted'. I called CIC again and they give me a link to report technical problem and then suggest me to apply by paper. Has anyone faced this type of problem? Please let me know what should I do.
