Tax Returns "Can i Claim Wife and Children"

Good day everyone,
I'm currently living in Calgary Alberta. I sponsored my wife last August. So her and my children are not here. I contacted revenue Canada and they said i could claim my wife but not my kids. which sounds crazy since my wife is Jamaican and my kids are actually Canadian. I have sent back a total of 18,000 in 8/9 months for living expenses and medical expenses. Does anyone have any experience on this? any help will be appreciated. thanks
