Tax return filling 2019

Hello,

I am PR currently outside of Canada, also stuck abroad due to COVID19.

2019 I was away from Canada expect a couple of months. I do have ties as bank account and credit card in Canada,

I know that in order to define clearly if I am tax resident or not as of 2019, I have to fill some specific forms and send them out to CRA.

Point is, I did not have any income for 2019 and do not have to claim in return. So for me filling tax report or not, the effect is more or less neutral. However I knowthat apart from strict financial aspects, there are other deeper implications for maintaining compliance with CRA as PR.

Now my questions:
(1) considering my income situation, if I just go ahead and fill the tax report, that is I would self-assume I am tax resident.
Is there anything wrong with this?

(2) which province I need to consider for CRA tax return as I spent roughly 50-50% time spent in Canada in between two provinces (as far as physical presence is concerned).

Thanks in advance.
