I came in sept 2011 as a PR and got a job in Oct 2011.
My question is my income tax will be calculated on 4 months or 12 months period.
Since first 10k is not taxable at federal level, so I am entitle to have it all or it would be 3-4k on the basis of my 4 months stay.

i think you would be entitled to have it all. However, you should plug it into a tax software and let it do its thing.

Assuming you became tax resident in September 2011 then you pay tax in Canada on your income since then. However, you have to prorate the federal and provincial personal amounts to reflect the portion of the year you were tax-resident here.
