Hello - I am planning to do my PhD in Canada and as per study permit rules I can take my wife along. However, we have another dependent I.e. my mother in law who lives with us. No kids. Is there a way I can take her along as well as my dependent if the necessary funds can be shown.

Your spouse isn't even guaranteed. You still have to apply for her to join you. Most spouses of PhD students are approved. Your mother would not be able to live with you during the PhD process or even after tehe PhD process.

Your mother in law is not classified as a dependent by Canadian immigration. Your should assume it will not be possible to bring her to Canada with you on your study permit. The most she will be able to do is visit as a tourist for a short trip. She will not be allowed to move to Canada or live here with you.
