supplementary form please help

My spouse has to submit a supplementary form asking about military service in Lebanon, it also says in the form, Note: All immigration applicants must submit official military service completion or exemption certificates. Would he be considered an immigration applicant?

Please help.

I would also like to add that, military is NOT mandatory in Lebanon and my spouse did not serve in military, so does he need to get an exemption certificate or that does not apply to him?

Yes he is the immigration applicant. Lebanon previously had mandatory military service, so maybe that is what they are after, I guess it would depend on his age. If he never had to serve just explain that and it should be ok.
