Supervisa or Visitor visa for Mother in Law?

Ok, I know this might have been asked but I can not find proper procedure to do it.

My wife just got PR and we have heard a good news that she is 3 months pregnant, it was surprise to all of us. It is Blessing (thank you God)
Now, my wife never work in Canada, filed no income tax.
I have enough income and will support mother in law.

1. I believe you can be co signer for supervisa, am I correct?
2. If so, what is the procedure, is there a form to fill out?
3. since my wife never worked and has no income, should we just go apply for visitor visa, in either case I will be cosigner.
4. Mother in law has no income, and a single mother who has lives with her elder daughter back home.

Any one had successful supervisa for being co signer?

Also, is it better to have child in UK or CA for benefit reason? I have good income (thanks you God) in Canada so I know, I will not get any child benefit.
