It should be ok, as long as the medical condition is not contagious or pose a risk to other Canadians.

With a supervisa you are responsible to get your own health insurance for at least 1 years duration, so for an older person with cancer I imagine that will be very expensive, or the insurance will not cover cancer-related medical costs.

Depending on the type of cancer your parent might be eligible for the Super Visa. Moreover it can be classified as a preexisting condition and covered under the insurance policy.

Here is an abstract from the policy wording of one of the insurance companies:

Coverage is NOT AVAILABLE to any individual who, as of their effective date:

has been diagnosed with stage 3 or 4 cancer, or cancer of the lung, liver, pancreas, or bone;
or has received treatment for any cancer (other than basal or squamous cell skin cancer or breast cancer treated only with hormone therapy) in the past 3 months;

So you can get coverage for that. For someone who is 60 and has a preexisting condition, coverage for 1 year with $100,000 total coverage would range from $1,300 to $2,200 depending on the deductible.
