Super Visa - Why is the visa centre requiring passport submission for a visa-exempt country??

Hi all,

My parent applied for a Super Visa in home country and they submitted biometrics today at a local visa centre. They said once a letter for passport requirement is provided by IRCC, the actual passport will need to be submitted and after a few weeks, the passport will be returned after stamped with the visa.

Both cic and immigration websites say that for the super visa application, for visa-exempt country applicants, a point of entry (POE) letter will be given instead of requiring a passport to be sent to the visa centre to be stamped physically.

"If your application is approved, the visa will be stamped inside your passport. If you’re from a visa-exempt country, we will issue you a letter to give to a border services officer when you arrive in Canada."

"What is a port of entry (POE) letter?
It’s a letter you may receive from IRCC if you’ve been approved for a
super visa (if you’re from a country that doesn’t require a visitor visa)"

I shared the same information above via email, however, the local visa centre keeps saying that the actual passport will be required to be submitted at their location. Does anyone know why?

Since we expected that the passport won't need to be physically submitted, my parent was going to travel to Canada with their eTA while waiting for the POE letter, and then, re-enter Canada later with the POE letter..

Unsure if this information will be helpful, but the local visa centre will be sending the passport to Manila for the visa to be stamped.
