You don't appy "for landed status". You are her child, you need to meet the requirement to sponsor her. (And her having supervisa or not doesn't have much impact in this application)
So in this application, you will be the sponosr and your mom will be the principle applicant.
You have to qualify and get selected. There is a lot of demand for few spots. There is no guarantee that she will not have to return home before you may be able to secure PR for her. Her supervisa medical insurance provides coverages for emergencies until a patient is stabilized but then coverage stops. Would research to see if you meet the income requirements for last year’s program. There are supposed to be changes to the program and there is a good chance that there will be no parent and grandparent program this year.
I am a bit confused. Have you already applied for PGP (2018/2019) and is waiting for passport request/COPR? If so, yes, you have the choice of sending in the passport within Canada and landing locally.
