I want to apply for a multiple entry visit visa for Canada

My case is that my brother and sister are in Canada. I applied for a study visa twice from Pakistan and my visa was rejected both times on the grounds that I don't have a travel history, and I don't satisfy the visa officer that I will leave Canada at the end of my visa. The last time I applied was in Dec 2012.
Now I am on a visit to Abu Dhabi and also wish to visit Canada in Dec 2014 after my visit is over in Abu Dhabi.
I want to ask is that "should I apply from Abu Dhabi for a visit visa and what are the chance of getting a visa keeping in mind the two time rejection and satisfaction of the visa officer that I would leave Canada at the expiration of my visa"
or
should I apply from my home country i.e. Pakistan, where my study visa application was rejected twice
which option would be better and would result in a visa being issued
Any opinions and suggestions by seniors and all members would be highly appreciated

It is the same where you apply from. What is important is what has changed from when you apply and got rejected.

So.... what has changed?

After 2 refusal they will further scrutinize your application. Traveling to Abu Dhabi will not add anything to your travel history. Unless you have a serious changes in your application then apply.

So called without no travel history is just a common reason, the fact is that the visa officer doesn't believe you will return to your home country. So maybe what you should do is to enhance your ties toward your home country, which means there are something so important to you that you will never give them up, even you will be studying in Canada.

nothing materially has changed can a letter from my educational institute mentioning a future graduation date i.e. june 2015 will improve my ties to my country?

nothing much has changed besides that I have travelled to abu dhabi and I have a travel history now and I will be leaving the country a the expiration of my visa here

Besides Abu Dhabi what else does your travel history include?

How long have you been in Abu Dhabi? How long was your stay?

A trip to abu dhabi is the only international travel I have as travel history and it is for two months

That's unfortunate. As Jacky said there is little chance.

Regardless it might worth a shot if you can actually submit an enrollment letter from your university. Also have an invitation letter sent from your sister or/and brother to clarify the purpose of your visit.

The Study Permit rejections indeed work against you but as this is a TRV there might be a bit of a better chance. I would also apply from my home country it will at least show some evidence that you go on trips and come back....

Personally I wouldn't apply as not to add more rejections to my profile. When my situation has changed (after graduation, a good job, a good bank account) then I would try again.

Yes, I think this is an evidence that shows your ties toward your country. Keep thinking such kind of things, it will be helpful to strengthen your ties.

my husband is in canada and he invited me and our daughter to visit him and his mother to celebrate Christmas.
I am applying for a TRV. I am currently working in a small business and i am just new hired. is there a bearing when you are working on a small company? pls enlighten me. thanks.

Wow, normally the chance is very slim.

Why don't you seek for being sponsored by your husband?

What immigration status does your husband have in Canada?
If it is a short visit for 2 weeks on Christmas to a spouse who is on WP in Canada it could work out nicely. Especially if you provide a letter from your employer that he let you go for 2 wks and expects you to come back and keeps your job for you till you come back.
