I have recently applied for a TRV from Los Angeles, and awaiting a reply. I feel that the decision has already been made and a parcel is due any moment this week or the next. My husband aunt just passed away thanksgiving day(U.S.) and the whole family is getting together in Toronto this coming weekend. I will be the only one not present to support my husband who lost his aunt and the rest of his family. Will writing to the Canadian consulate and explaining this sudden tragedy help with my approval? This is a grave time for my in-laws, and we just dont know what to do.

try to contact them by phone or go there personally. I don't think mail will make it process faster.

But why do you need a TRV? Americans don't.

Just show up at the border and you get a 180-day automatic visa stamped in your passport (at least I think it's good for 180 days).

I thing she is not US citizen, all who are not the US citizen and not from visa-exempt countries must apply for TRV in advance.

Oh right. I've had this conversation before.
