SUBMITING ALL DOCUMENTS WITHOUT SOME (UNABLE TO GET PCC OR IELTS)

Dear all i need a help of advice from members that by the due date to submit all the documents, i have not yet received the indian pcc and the ielts have to write again, all the other i have notarized etc,
so can i submit them the docs with a explanation letter and later can send the docs(pcc and ielts) as soon i receive them, there wont be a problem in that?
do they accept these normally - when we write an explanation letter to them explaning the situation?
members please help.........

If the CIC starts processing the application and the required documents aren't there, it is quite likely they will refuse. You can tell them in the cover letter, but I don't think that it will carry any weight. As it said in the instructions "If you aren't ready to send a complete application, don't apply" to paraphrase.
