Can we submit two diff. files when we are not getting a response on the already submitted file for a study permit from India?

Withdraw your first application then. You can’t have two study permit applications at the same time. If you apply a second time, it will not be processed until your first one is reviewed.

Its a common sense

Just like dual intent people thought would not be right, using their common sense but it is. Having two applications could have been legit too but it is not, there is no common sense involved here.
