In the Manila Visa Office (Philippines), standard procedure is passport request after a month you get Sponsors approval BUT it does not mean visa. You may want to ask someone with the same Visa office as yours.

Bogota and other South American offices, from everything I have read, do not request the passport unless they are issuing a visa.

It is more typical of Asian offices to request the PP upfront as part of processing.

No, they just sent a letter saying that my wife needed to supply the following documents to continue her PR processing file....there were like 20 options but only ORIGINAL PASSPORT was checked.....
