So how will you persuade immigration that with a BE degree and a 12 year gap that you want to study medicine which is an unrelated subject and although have no idea personally probably a long expensive program. For prerequisites of the program start by visiting the Uni/college website. What work experience do you have from last 12 years, anything in the health/medical field ?

Not even sure whether medical schools accept international student because the taxpayers subsidize their education during residency. The Saudi government actually pays Canada to train their specialists. If you want to become a doctor you can go to medical school in your own country. Why Ottawa? It is extremely hard to get into medical school. Many Canadian students with high marks, further education, high MCAT scores and tons of volunteer experience get rejected every year.

While checking the Ottawa medical school website, I observed that MCAT is not mandated. Hence, kindly any one help me with details that takes me next level to understand whether will they take my application and in that case, whom to approach to know about it.

You're right the MCAT is no longer a requirement for U of O. I suspect that unless you have amazing marks at a top ranked univeristy in your home country you wouldn't be considered. They will want to know how a candidate will preform in full-time education in Canada. I have many friends who have been through medical school in the past 5-15 years. They dedicate their lives to getting admitted for a decade usually. Unless you can't imagine yourself doing anything else I wouldn't recommend medical school. The fact that you have been out of school will hurt your application unless you have been doing really interesting demanding work while working. The goal is to graduate younger doctors who can deal with the rigourous demands of the program and also be able to practice for a few decades hopefully given some medical programs plus residencies and fellowships are over 10 years. Best of luck. Lots of information on the internet. If you are really interested you should be applying to many medical schools ans not just one.

Another way of looking at this would be what your chances would be of attending medical school in your home country. If the answer is zero then why would it be any different In Canada where Canadian applicants with Canadian qualifications are likely to be at the front of queue, just saying.

Nothing to stop you making the enquiries given this is just a public forum with no real insider knowledge of the selection process.
