I'm applying for study visa for may intake and my agent is saying that my profile is good and SOP is not needed
Can I get visa without sop?

A graduate certificate is a lower level of study than a bachelor degree. Generally speaking, a post-graduate certificate would be a better choice. The selection of a graduate certificate weakens your application. I would include a SOP to explain why you are taking a lower level of study than you've already achieved. But your choice of course.

I just checked my portal
It's showing that it is a post graduate level certificate course as the minimum requirement for this course is atleast 2 year graduate diploma

You need an SOP as you just graduated and taking a program not related to your degree. Assume you have no experience in HR so need to justify the costs and why you need to come to Canada for a HR program. HR is usually specific to Canadian policies and programs.

OK - that's definitely better.

Your choice if you include a SOP or not.

why though?
Because you have picked a university that caters to mainly international students especially the Brampton Campus. Few people from Ontario actually have heard of it unless you live in the Soo. And your agent probably got a kick back for suggesting Algoma.
 
To expand on what Naturgrl said, Algoma University is based out of Sault Ste. Marie (The Soo). Like other universities, they opened an "extension" in Brampton to cater to the international students who usually land in the Greater Toronto Area (Toronto, Mississauga, Brampton, Vaughan, Markham, etc); who don't really apply to study far north. Algoma U caters undergraduate students mainly, though it offers post-graduate certificate programs.

This kind of "extension" or "branches" of universities and colleges in and around Toronto, are often called "diploma mills" as they give international students (who want to ultimately settle down and get a PR) opportunities to study quick, get a 2-3 year Post-Graduate Work Permit and get on the PR track. Most of the time, agents get money for "placing" students in these colleges and programs.

But that's ok, as long as you're clear what you're getting for the money you're paying, the environment and the kind of instruction (teaching) you'll get.
