can i start now to apply for a study permit or wait for the offer letter then
apply for the study permit..

U need to have an "Offer Letter" before you apply for "Study Permit".

Step 1: Apply to any college of your Choice.
Step 2: Wait for approval and an Official "Offer/Acceptance Letter" from the College.
Step 3: Apply at your nearest CHC (Canadian High Commission) for a Study Permit.

Who told you to do so, you can only apply for study permit once you get unconditional offer letter.

If you do then all your documents will be returned back by VO with refusal.
