Study Permit wait times, getting visa in a different country

hi! I started my application early May, did my biometrics in the 27th of May and did my medical exam on the 9th of July. My family has already booked my flight and accommodation for late July, before the decision is expected to come out, would it be possible for me to travel to Canada and get my student visa when already there since I only need an eta to travel to Canada.

Sure - you can do that. Note that you cannot start studying until you have an approved study permit in hand.

Also, you'll want to make sure you have a return ticket when you are flying to Canada since you are only allowed to enter as a tourist at this time (given the study permit has yet to be approved).
