Is it true that a non-genuine student\dropout can change their study permit to a visitor's visa without consequence?

This sends a bit of a mixed message in light of the new study permit regulations. On one hand CIC is saying they'll remove you from Canada if you're a non-genuine student while on the other hand CIC seems to be rewarding these people with the opportunity to stay in Canada as visitors.

If it's true that fake students can convert their SP to a VV than who ensures these people turn in their health cards and that they give-up the other perks of being an international student in Canada?

well status change looks simple but wont happen that easily...
as visitor u can only stay in country for 6 months
health card will expire and cant be renewed.
options for PR reduce if ur on a visitors visa. etc there r consequences
