Correspondence letter says the following -

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/section-216.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors: • The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application. • Your proposed studies are not reasonable in light of: your qualifications, previous studies, mark sheets, academic record, level of establishment, language abilities, and/or your future prospects and plans.

it’s your PTE score. PTE 49 is equivalent to IELTS 5.5. Unacceptable. Either improve your PTE score or what I would recommend is to sit for IELTS, you may need to spend some time preparing for the exam but it would be worth it.

Police verification is an unnecessary document that you have added to your application. It’s not required.

Hey man, you can do a couple things to reapply for study permit. Firstly, apply with IELTS 6.0 bands in SDS category. That would simplify things. Secondly, prepare a good Letter of Explanation/SOP stating your purpose, how this course aligns with your academic background and other things. Keep it short to 2-3 pages. Third point is optional, but apply in a University program, instead of "College", there are many University courses available in Ontario if that is your target.
